should we make an issue of offering jobs locally first?

Basic gist of the article is that the new orleans locals are angry
that they are out of work but the cleanup organizers are Hiring
people from other states and other countries (mexico) to do the
cleanup work.

I don't know all the facts but on the surface, that sounds like a
legit gripe.
